Speridian Technologies is recruiting for an Agile Delivery Manager for our State of California Client, the Department of Healthcare Services, Behavioral Health. This person will be part of a long-term, fully budgeted, state-of-the-art, extremely vast technical modernization project working with a variety of cross-functional teams and stakeholders.
This is a remote role; however, there will be meetings in the Sacramento area several times a year. Candidates are expected to work business hours, Monday-Friday, Pacific Time Zone.

The Agile Delivery Manager (ADM) is accountable for ensuring the team’s effectiveness, building delivery maturity, and fostering a culture of continuous improvement. This role blends delivery oversight with servant-leadership, ensuring teams operate within the Scrum framework while also enabling sustainable, high-performing delivery practices across BHT.
The ADM partners closely with the Engineering Manager and Product Manager to maintain a balanced focus on delivery execution, product outcomes, and technical integrity. By driving clarity, transparency, and alignment at multiple levels of leadership, the ADM creates an environment where teams can focus, improve, and thrive.
Focused on execution and learning, the ADM identifies hidden blockers, simplifies complex workflows, ensures release readiness, tracks metrics, manages timelines, communicates progress to stakeholders, builds trust with business partners, and champions improvements that compound over time. By aligning delivery processes with organizational objectives and citizen value, the ADM drives project success and empowers teams to achieve their goals effectively and build confidence in delivery by ensuring clarity, transparency, and alignment at multiple levels of leadership.
Delivery Leadership
Work with PdM, PjM, BOO, and Technical/Solution Architects to break down approved Recommendations into actionable Delivery Plans, ensuring scope, sequencing, and ownership are clearly defined.
Partner with PdMs to ensure Recommendations are translated into a structured epic-level roadmap in Jira Align before Sprint 0. Provides facilitation to clarify dependencies, sequencing, and milestones so engineering has a clear “what” before planning the “how.” See

Align Product, Delivery, and Engineering on scope, roadmap expectations, and success criteria prior to kickoff. Surfaces risks and gaps in clarity early to reduce rework and delivery inefficiencies.
Ensure roadmap, Delivery Plans, and artifacts are visible and transparent to stakeholders. Tracks progress, mitigates risks, and ensures consistent updates so leadership maintains confidence in delivery.
Own and drive the Delivery Plan to completion through facilitation, escalation, and alignment.
Ensure the plan includes sprint readiness, team onboarding steps, and risk ownership.
Ensure the team knows what it’s building, how it’s structured, and how success will be measured.
Ensure project kickoff aligns with Engineering and Product leadership expectations.
Lay the groundwork for velocity, tracking, continuous improvement and team onboarding.

Delivery Leadership

- Partner with Engineering and Product to ensure cross-functional alignment throughout the delivery lifecycle.
- Participate with the Engineering Manager (EM) and Product Manager (PdM) in the Cross Functional Team Leadership (XTL) team.
- Influence EM's technical decisions toward deliverability and the PM's scope decisions toward feasibility.
- Facilitate Engineering and Product meetings (i.e., Team of Teams) for each product line.
- Participate in weekly planning session with PdM and EM.
- Support adoption of delivery best practices while preserving adaptability to team context.
- Champion improvements that compound over time, building delivery maturity across BHT.
- Act as a process accelerator by clearing obstacles, smoothing communication paths, and keeping teams focused on progress.

- Onboard new team members using structured plans and templates, ensuring quick integration into Agile ceremonies, delivery practices, and team culture.
- Manage transitions across teams by coordinating scope, dependencies, and communication so that delivery continuity is preserved.
- Lead offboarding plans to capture knowledge, document handoffs, and address delivery or resource risks proactively.
- Ensure the team understands Scrum theory and practice.
- Coach the team in self-organization and cross-functionality.
- Oversee Jira process and hygiene, ensuring tickets are properly structured, linked to Epics, and reflect accurate status.
- Employ data-driven decision-making to track project performance, identify areas for improvement, and enhance team productivity.
- Remove blockers to team progress directly or by coaching the team to remove them.
- Preserve the team’s ability to focus on meeting their sprint commitments by addressing outside distractions.
- Facilitate retrospectives and feedback loops to drive actionable improvements.
- Guide teams through organizational change, addressing resistance points and helping minimize disruption during transitions.
- Create an environment of trust and psychological safety to facilitate development of a high-performing team.
- Manage project scope, roadmaps, and resources, ensuring alignment with objectives.
- Ensure risks are tracked, owned, and driven to resolution by the team, with details (impact, contingency, mitigation) updated consistently.
- Track cross-product and cross-functional dependencies, addressing them proactively.
- Perform financial reporting, including creating estimates for resources and budgeting.
- Track actual spend against budget and raise risk if anticipated to go over budget.
- Lead release readiness activities, coordinating dependencies and ensuring security, quality, and operations standards are met.
- Reinforce delivery confidence by ensuring predictable release cadence and transparent communication of status and risks to stakeholders.
- Ensure OKRs are actionable and achievable by coordinating delivery plans, resource allocation, and execution timelines.
- Bachelor’s degree in a relevant discipline or equivalent combination of education and work experience
- Minimum of 2 years of experience in the Scrum Master role
- Basic scrum master certification required (CSM, PSM 1)
- 5+ years of delivery management, project management, or Agile leadership experience.
- Experience partnering with product and engineering leadership to deliver complex digital products.
- Proven ability to coordinate cross-functional initiatives in large, complex environments.
- Excellent communications and interpersonal skills
- Fluency with cloud-based collaboration tools (Slack, Jira, Confluence, etc.)
- Basic fluency with software engineering concepts and technology
- Strong leadership in coordinating cross-functional teams to achieve project objectives and deliver measurable business outcomes.
- Strong knowledge of Agile and Scrum practices.
- Expertise in JIRA/Agile tooling, including backlog management, epics, and delivery tracking.
- Excellent facilitation, negotiation, conflict resolution, and servant-leadership skills that foster collaboration and psychological safety.
- Financial acumen for budgeting, forecasting, and ROI tracking, ensuring delivery is aligned with cost and value objectives.
- Strong communication skills, building clarity, transparency, and alignment across teams and multiple levels of leadership.
- Ability to coach teams in self-organization, cross-functionality, and continuous improvement, enabling sustainable delivery practices.
- Skilled in onboarding, transition, and offboarding processes that preserve team momentum.
