Reports To Vice President, Delivery / Program Director
Location On-site / Hybrid (client site travel required). There will be some travel to client sites in CA and the West Coast of the US. You can work from home when not traveling. The ideal candidate will be located on the West Coast and have the ability to travel up to 25%.
Experience 12+ years project management; 5+ years in public sector IT implementations
Certifications Desired – PMP or PgMP
ROLE SUMMARY
The Senior Project Manager - Public Sector leads the end-to-end delivery of large-scale enterprise software implementations for Public Sector clients. This role owns the project plan, governs delivery quality, manages client relationships at all levels from PMO to executive sponsor, and is accountable for keeping the engagement within scope, schedule, and budget.
This role will serve as the primary point of accountability between Speridian and the client, ensuring delivery teams operate with discipline, transparency, and a relentless focus on successful outcomes.
KEY RESPONSIBILITIES
Client & Stakeholder Management
• Serve as the primary client-facing point of contact, building trusted relationships with project sponsors, PMO leads, and IV&V partners.
• Chair Steering Committee meetings, working sessions, and executive briefings.
• Proactively communicate risks, schedule changes, and mitigation plans to the client before issues escalate.
• Manage client readiness for key milestones including SIT, UAT, training, and go-live, ensuring stakeholders are adequately prepared.
Project Governance & Delivery Control
• Define and maintain the Speridian public sector delivery playbook - the standard templates, processes, escalation paths, and quality benchmarks.
• Drive structured phase-gate reviews and enforce documented approval processes before execution begins on each work stream.
• Manage a formal Change Control Log - documenting, assessing, and escalating all scope, schedule, and budget changes through established governance.
• Establish and enforce delivery standards across all programs: schedule baselining, Change Control governance, RTM discipline, deliverable quality gates, and risk escalation protocols
Schedule & Budget Management
• Develop and own the master project schedule from initiation through deployment, covering all work streams: configuration, integration, data migration, testing, and training.
• Monitor and report Schedule Performance Index (SPI) and Cost Performance Index (CPI) at each reporting cycle, initiating recovery plans for any variances.
• Submit project financials, forecast-to-complete, and variance reports on a defined cadence to internal leadership and the client.
• Support contract renewals, change order negotiations, and expansion discussions in partnership with Sales and the VP of Delivery
Deliverable Quality & Artifact Management
• Conduct pre-review alignment sessions with clients to confirm scope, format expectations, and acceptance criteria as per SOW.
• Maintain a Deliverable Quality Register logging all client findings and tracking resolution to identify and address systemic quality issues.
• Ensure foundational artifacts (FDD, ICD, RTM, Data Conversion Plan, Test Plan, Training Plan) are submitted, reviewed, and approved on schedule.
Team Leadership & Internal Coordination
• Lead cross-functional delivery teams of 20-50+ across project management, functional configuration, integration, QA, data migration, and training disciplines.
• Manage workload, resolve blockers, and escalate resourcing constraints to leadership in a timely manner.
• Mentor PMs and business analysts, reinforcing delivery discipline and Speridian delivery methodology.
QUALIFICATIONS
Required
• 12+ years of project management experience, with at least 5 years managing enterprise software implementations for public sector (city, county, or state government) clients.
• Demonstrated experience managing projects with budgets of $5M+ and teams of 20+ across multiple parallel work streams.
• Deep knowledge of structured SDLC and Agile/hybrid delivery methodologies, including Sprint planning, RTM governance, and phase-gate reviews.
• Experience managing formal Change Control processes and baselining project schedules in Smartsheet, MS Project, or equivalent.
• Proven ability to manage executive-level client relationships and navigate political and organizational complexity in government environments.
• Strong written and verbal communication skills.

This is a full-time role with Speridian with a salary range of $140-150K plus benefits, PTO, 401K
