Speridian Technologies is seeking a Security Engineering Manager/Coach for our State of California client, the Department of Health Care Services, Behavioral Health. This person will be part of a long-term, fully budgeted, state-of-the-art, extremely vast IT modernization project working with a variety of cross-functional teams and stakeholders.

This is a remote role, however, there will be meetings in the Sacramento area several times a year.  Candidates are expected to work business hours, Monday-Friday Pacific time zone(PST).  All candidates must be based in and work from the US.

Security Engineering Manager/Coach
Are you passionate about safeguarding critical government infrastructure and driving security innovation? Join the Department of Healthcare Services (DHCS) as a Security Engineering Manager to protect and enhance the security posture of California’s healthcare technology systems, safeguarding millions of residents.

As a Security Engineering Manager, you will lead a dedicated team responsible for developing, implementing, and maintaining robust security measures that protect sensitive healthcare data and infrastructure. Your role is pivotal in ensuring secure, reliable, and compliant access to critical health services, thereby retaining Californians' trust and confidence in their healthcare services.

We are looking for a generalist with broad exposure to governance, risk, and compliance (GRC), technical security domains, and a strong history of driving change—someone who can communicate at all levels and help our organization mature.

Responsibilities
  • Team Leadership: Provide leadership and mentorship to security engineering teams, fostering a culture of collaboration, innovation, and continuous improvement. Set clear goals and expectations for team members, and support their professional growth and development.
    • Outcome: High-performing and motivated security engineering teams capable of delivering high-quality software solutions.
  • Continuous Improvement Initiatives: Develop and implement continuous improvement initiatives and programs to address identified process gaps and opportunities. Collaborate with engineering teams to define improvement goals, metrics, and action plans. Track and report on the ROI of those initiatives to state leadership.
    • Outcome: Implemented process changes and initiatives that enhance productivity, quality, and efficiency.
  • Training and Development: Provide training, coaching, and mentorship to security engineering teams on agile methodologies, best practices, and tools. Facilitate workshops, knowledge-sharing sessions, COE’s, and learning activities to promote skill development and knowledge transfer.
    • Outcome: Improved skills and capabilities within software development teams, leading to higher productivity and quality.
  • Metrics and Measurement: Define and track key performance indicators (KPIs) and metrics to measure the effectiveness of continuous improvement initiatives. Analyze data and metrics to identify trends, patterns, and areas for further improvement.
    • Outcome: Data-driven insights and metrics that measure the impact of continuous improvement efforts.
  • Performance Management: Conduct performance evaluations, provide regular feedback, and support individuals to meet DHCS expectations and concerns in a timely and constructive manner. Recognize and reward top performers, and support the professional development and career growth of team members.
    • Outcome: Engaged and motivated team members with clear career paths and growth opportunities.
  • Risk Management: Identify, assess, and mitigate security risks through proactive measures and incident response.
    • Outcome: Minimized security incidents and quick, effective responses when issues occur.
  • Compliance and Auditing: Ensure adherence to security standards, compliance requirements, and regulatory mandates.
    • Outcome: Compliance with state and federal regulations, ensuring continuous audit readiness.
  • Incident Management and Response: Lead incident response efforts, managing resolution processes and post-incident reviews.
    • Outcome: Rapid, effective incident responses minimizing operational disruptions.
  • Stakeholder Communication: Clearly communicate security goals, progress, and outcomes to leadership and stakeholders.
    • Outcome: Informed stakeholders with transparent reporting and clear accountability.
  • Transformation: Assess our current security program and lead the transformation of existing capabilities—across governance, risk, compliance (GRC), security engineering, and security operations—toward industry best practices.
    • Outcome: Our security policies, incident response plans, and technical controls meet the needs of a modern, cloud-enabled, and distributed technology environment.
  • Hands On: Balance hands-on involvement with setting the vision, standards, and enabling others to execute effectively.
Qualifications
  • Bachelor's degree in Computer Science, Information Security, or related field; advanced degree preferred.
  • Proven experience in security engineering, cybersecurity strategy, and incident response management.
  • Demonstrated leadership with strong team-building and mentorship skills.
  • Strategic problem-solving abilities with excellent analytical skills.
  • Experience transforming or maturing security programs—not just maintaining
  • Experience with owning compliance, security engineering, and security operations.
  • Track record of hiring and coaching security staff and building high-performing teams
  • Owned communication with executives, engineers, and auditors alike
