Speridian Technologies is recruiting for a Senior Quality Engineering Manager Coach for our State of California Client; the Department of Healthcare Services, Behavioral Health. This person will be part of a long-term, fully budgeted, state-of-the-art, extremely vast, IT modernization project working with a variety of cross-functional teams and stakeholders.
This is a remote role, however, there will be meetings in the Sacramento area several times a year. Candidates are expected to work business hours, Monday-Friday pacific time zone.

As a Senior Quality Engineering Manager, you'll lead a team of quality engineering professionals who are transforming testing from a bottleneck to an accelerator. This isn't about finding bugs after the fact – it's about engineering quality into every line of code through shift-left practices, intelligent automation, and comprehensive performance testing. Your team will build the frameworks that enable continuous deployment with confidence, reduce production incidents by orders of magnitude, and establish DHCS as the gold standard for government software quality.

Responsibilities & Outcomes
1. Quality Strategy & Architecture
- Drive quality strategy and test architecture decisions for enterprise systems
- Design and oversee test automation frameworks, CI/CD quality gates, and testing infrastructure
- Champion shift-left testing practices including BDD, TDD, and early QA engagement
- Make critical trade-off decisions balancing test coverage, automation investment, and delivery timelines
2. Business Ownership & Financial Accountability
- Own quality metrics and ROI for testing investments and automation initiatives
- Develop cost-benefit analyses for test automation, tooling decisions, and quality processes
- Manage team budget including testing tools, infrastructure, and contractor costs
- Translate quality improvements into business value through reduced production incidents and faster releases
- Drive efficiency improvements in testing cycles while maintaining comprehensive coverage
3. People Management & Development
- Manage, mentor, and develop a team of 10-20 quality engineers
- Conduct regular 1:1s focused on career development and performance
- Execute performance management including promotions, improvement plans, and difficult conversations
- Build diverse, inclusive teams through thoughtful hiring and team composition
4. Quality Engineering Excellence
- Establish and maintain standards for test automation, performance testing, and security testing
- Drive continuous improvement in testing practices, frameworks, and tooling
- Implement comprehensive quality metrics and dashboards for visibility
- Ensure compliance with quality standards, regulations, and accessibility requirements
5. Cross-functional Partnership
- Partner with Engineering Managers on quality gates and release readiness
- Collaborate with Product Management on acceptance criteria and quality requirements
- Work with DevOps teams on CI/CD pipeline integration and test environment strategy
- Communicate quality risks and metrics to executive stakeholders
6. Talent Strategy & Team Building
- Lead technical interviews and hiring decisions for quality engineering roles
- Develop team skills through training, certifications, and Centers of Excellence
- Identify and cultivate future quality leaders and automation architects
- Build team culture emphasizing prevention over detection and continuous improvement
Required Qualifications
- Proven track record managing quality engineering teams of 20+ members
- Experience owning P&L or budget responsibility for quality initiatives
- Demonstrated ability to connect quality improvements to business outcomes and ROI
- Experience building and implementing enterprise test automation strategies
- Strong background in modern testing practices including shift-left, CI/CD, and DevOps
- Experience with full testing lifecycle from unit to production monitoring
- Track record of reducing defect escape rates and improving release quality
- Bachelor's degree in Computer Science, Engineering, or equivalent experience
Technical
- Test Automation: Selenium, Katalon, Cypress, or similar frameworks
- API Testing: Postman, REST Assured, contract testing
- Performance Testing: JMeter, k6, LoadRunner, or similar tools
- Languages: Java, Python, JavaScript, and test scripting languages
- CI/CD: Jenkins, GitLab, CircleCI, and pipeline integration
- Test Management: Jira/Xray, TestRail, or similar platforms
Business & Financial
- Financial Management: Budget ownership, tool cost optimization, and ROI analysis
- Quality Metrics: Defect escape rate, test coverage, MTTR, and automation ROI
- Value Communication: Articulating quality investments in business terms
- Resource Planning: Test environment planning and team capacity management
- Vendor Management: Evaluating and managing testing tools and services
